Under direction of the Director of Energy Strategies & Solutions develops and implements programs, plans and projects for an on-going commercial building energy performance scoring initiative (benchmarking). Performs a variety of professional, technical and administrative duties to support utility energy efficiency, environmental, customer service and customer education programs.
Principal Duties: • Continue development of commercial building energy performance scoring initiative (benchmarking) and related activities and policies. • Develop, test and apply the tools, structure and process for collecting and disseminating energy performance scores for different building types. • Organize a team of City employees to develop and implement administrative rules for a building performance scoring policy. • Lead the ongoing stakeholder engagement process and development of public policy to support the building performance scoring initiative. • Conduct active research regarding best practices. • Write management policies and plans for resource conservation and environmental concerns. • Design, implement and manage local environmental conservation projects. • Conduct public outreach and prepare promotional materials regarding energy conservation and building energy management. • Respond to citizen, employee, and City Council inquiries, complaints and service requests. • May solicit, prepare, and administer grants. • Manage consulting contracts with environmental and engineering firms. • May assist with preparation and maintenance of program area's operating budgets. • Coordinate, lead, and serve on task forces and teams related to resource conservation. • Provide reports and recommendations to the management and Council on building performance standards. • Provide technical expertise and research on energy conservation and building management issues. • Collect and analyze data and survey results and associated reports. • Maintain databases and other records in support of the day to day operations. • May assist in activities related to energy issues at the local, state or federal level. • May assist in energy audits for city departments and facilities. • Coordinate regulatory compliance; represent the City on environmental management projects with other government agencies, including the State of Colorado. • May oversee the activities of contract staff, where applicable.
Working Environment: Work is performed in a typical office environment. Requires light (up to 15 lbs.) lifting and carrying, frequent reading, use of math, and reasoning. Requires ability to communicate in oral and written form both one-to-one and before groups. Occasional travel to attend meetings, conduct and attend training/presentations, and conduct energy audits at Customer sites. Requires frequent customer contact, multiple concurrent tasks, maintaining confidentiality of customer account information, and working closely with others.
A combination of education and experience equivalent to a Bachelor's degree in environmental science, planning, architecture, engineering, construction management, or related field from an accredited college or university; three to five years related utility experience; or equivalent combination of education and experience. Special Qualifications: Possession of valid Driver’s License.
