This is responsible professional and technical work in planning, directing, and coordinating City of St. Petersburg bicycle and pedestrian transportation. Work involves communication with neighborhood residents, community and business groups, and other agencies to implement the City-wide bicycle/pedestrian master plan and Complete Streets Implementation Plan; assisting in the development, forecasting, and budgeting of short- and long-term modifications to transportation infrastructure to integrate bicycle and pedestrian facilities; and coordinating and/or serving as a liaison to deliver bicycle and pedestrian planning, programs, and education.. Work includes conducting detailed studies, reviews plans and engineering designs, preparing reports, and preparing and delivering presentations, which may include presentations to City Council; requires the exercise of considerable independent judgment, initiative, ingenuity, and tact; and involves extensive, productive interaction with City officials, other governmental agencies, commissions, boards, and the public.

Minimum Qualifications. Applicants Must:
Have a valid Bachelor’s Degree with major coursework in transportation planning or transportation engineering, urban planning or civil engineering with a focus on transportation systems, or a related field.
Possess and maintain a valid Driver License.
Have at least three (3) years of progressive experience working in transportation planning, transportation engineering, or a related field.
Have considerable knowledge of the principles, standards, best practices, and emerging trends in bicycle/pedestrian, multimodal and regional transportation, and associated facilities.
Be skilled in interpreting plans, blueprints, and rights-of-way requirements needed to conduct capital improvements related to bicycle/pedestrian program planning, and in conducting traffic studies used to project, implement, and survey bicycle/pedestrian plans.
Be skilled in collection and analysis of planning data and the preparation of planning reports and studies.
Be highly proficient in the use of computers and word processing, database, and spreadsheet software, including the Microsoft Office Suite.
Be able to communicate clearly and concisely, both orally and in writing, including assisting with related presentations.
Desirable Qualifications. Preferred applicants:
Have a Master’s Degree in civil engineering, urban planning, public administration or a related field.
Possess and maintain either licensure as a Professional Engineer or membership within the American Institute of Certified Planners (AICP).
Have at least two years of professional experience in urban, multimodal transportation planning within private or public sector planning activities.
Have knowledge of the principles, best practices, emerging trends, and other components of successful multimodal transportation planning.
Have knowledge, understanding and/or experience with the Complete Streets design approach.
Understand and be skilled in the use of Geographic Information Systems (GIS) and related computer mapping programs.
Have skill and experience preparing and submitting grant applications for public modifications related to bicycle/pedestrian programs.
Have some experience in municipal development review and planning activities.
Have experience in customer service, preferably related to planning.
Are competent in conducting research and writing detailed briefs and reports.
