Glendale’s next Electrical Engineering Manager (EEM) will bring dynamic, strategic leadership to decisions ensuring reliability and preserving low cost electrical service to support growth as California transitions to more renewable energy sources and a robust Electric Vehicle infrastructure. This is a role for a strong visionary leader with engineering and management skills.
Under the general direction of the Assistant General Manager of Electrical Services, the EEM assumes direct supervision, management and development of two direct reports and a staff of 22 incumbent engineers, planners, and technicians, and 9 hourly employees in managing these key areas:
Utility Location, Mapping & Records;
Transmission and Distribution (T&D) Planning with Street Lighting; and,
Service Planning, Substations, and SCADA Support and Major Projects.
The EEM works together with the Power Engineering Manager (PEM), engineers and other professionals on various projects to ensure the maintenance, operations, design and upgrade of power and water assets for the City of Glendale. The EEM will ensure safety, security, compliance, resilience, and reliability of equipment while integrating renewable energy sources, DER’s, and battery storage with system upgrades across the utility and city on a rich agenda of growth. As new businesses relocate, the EEM’s teams ensures service and follow up.
THE ELECTRICAL ENGINEERING MANAGER (EEM) WILL:
Oversee both short & long-range planning for transmission, substation, & distribution facilities including systemic revisions to the Electric Capital Improvement Plan & prepare engineering studies that provide planning level details & costs of capital improvement projects.
Prepare the budget for and revise the Electric Capital Improvement Plan.
Manage electric customers service planning (including utility permit reviews).
Manage, lead, & provide direct oversight of the Electrical Engineering Section which includes planning, organizing, staffing, reporting, budgeting & communications as well as leading the Section in modernizing the electric distribution system.
Analyze, plan, design, & operate the electric system & distribution facilities.
Recommend short & long range planning of the energy delivery system to maintain, improve, & expand electric facilities & assets through engineering staff, consultants & contractors.
Direct the preparation of engineering & construction standards, detailed specifications,, requests for proposals, cost of services, project schedules, & operating procedures.
Negotiate & manage contracts related to transmission interconnection and power purchase agreements and represent the City on various committees related to these agreements.
Participate in cost of services analyses, identification of funding sources, community outreach programs, and other customer-service related activities.
The ideal EEM candidate will have a track record of success managing a diverse team and demonstrate strong project management and critical thinking skills in leading engineering projects to completion in a complex environment. Experience working in a municipal engineering environment is foundational to success.
Bachelor’s degree in engineering, physics, chemistry, or a related field.
Registration as an Electrical Engineer with the California State Board for Professional Engineers, Land Surveyors, and Geologists. PE Required. Master’s degree in Electrical Engineering, Business or Public Administration is desirable. Eight (8) years of recent, progressively responsible professional experience with an electric utility of which four (4) years must have been in a supervisory capacity.
