The Engineering Services Director is a member of the District’s Executive Team, which includes the General Manager, Deputy General Manager, Business Services Director, Resource Recovery Services Director, and Office Manager/Secretary to the Board. This at-will position reports to and receives direct supervision from the General Manager, receives general supervision from the Deputy General Manager, and provides direct supervision to the Senior Engineer and Environmental Programs Manager. The Engineering Services Director directs, manages, and administers all activities within the Engineering Services Department, which includes 11.0 full-time equivalent positions and responsibility for effectively managing and implementing a $135.9 million 5-year CIP and a $2.9 million annual operating budget.
The ideal candidate for this position will utilize excellent critical thinking skills, judgment, initiative, and situational decision-making abilities based on relevant work experience to effectively oversee and manage a broad range of capital projects during the planning, design, and construction phases. This position requires the ability to thrive in a fast-paced, dynamic work environment with multiple competing priorities, while ensuring excellent collaboration, coordination, and communication with the General Manager, Executive Team, and key stakeholders from diverse work groups across the District. The ideal candidate will leverage strong interpersonal, oral, and written communication skills, transparency, and credibility to directly support the District’s efforts to strengthen workforce development, and employee engagement, recognition, and communication.

The District offers a competitive salary and benefits package relative to peer agencies in the San Francisco Bay Area. The established monthly salary range for this position is $17,732.34 - $21,553.77 ($212,788.08 - $258,645.24 per year).

This position requires a bachelor’s degree (or equivalent) in civil, chemical, environmental, or mechanical engineering (or a closely related field) from an accredited college or university. A master’s degree in these areas is desirable. A valid Certificate of Registration as a professional engineer issued by the State of California in the area of civil, chemical, or mechanical engineering is required and must be maintained. A valid California Class C driver’s license must be maintained.
This position requires ten years of progressively more responsible engineering experience in the planning, design, and construction of wastewater collection and treatment system (or water treatment and distribution system) capital projects at a publicly-owned wastewater or water utility, engineering consulting firm, or similar organization, including five years of supervisory or three years of management experience.
