Manages major programs and projects in the engineering division as department expert and engineer of record
Manages advanced, complex engineering projects and studies related to planning, design, and construction management for a variety of water renewal (wastewater treatment), drainage, geothermal, and building facility projects
Provides engineering expertise and complex technical assistance to operations staff to achieve optimum operability of facilities and equipment
Work is performed under the general direction of the city engineer or assistant city engineer and requires considerable independent judgment and initiative

Manages and/or is department expert for major programs/sections in the engineering division such as sewer, geothermal, pressure irrigation, hillside development review, flood plain development review, pipeline design and inspection, and water renewal facility upgrades. Provides oversight and direction to staff assisting with projects. (40%)
Serves as project manager/technical leader for large or complex city-initiated projects or programs. Establishes design goals and project milestones, reviews and approves project expenditures, prepares management and council reports, and manages contract performance for duration of the project. Prepares or supervises preparation of conceptual plans, detailed plans, specifications and estimates for public works construction projects. Identifies necessary changes in scope, prepares and authorizes change orders within policy requirements. Resolves disputes and coordinates other city work activities related to project construction. (30%)
Identifies areas that require professional services procurement and contracts, including development of Requests for Qualifications (RFQ) and Requests for Proposals (RFP) and selection of consulting firms. Prepares scope of professional services for design work and coordinates advertisement for consultant submittals. Prepares project contract documents. Evaluates design and cost proposals for public works projects submitted by consultants. Coordinates consultant submittal reviews and meetings with other divisions and departments. Makes technical reviews and provides recommendations regarding designs prepared by consulting engineers and architects. (15%)
Provides quality control review and approval of plans, final design documents and reports prepared by others. Provides guidance and direction during design and construction to engineers, technical staff or project managers. Reviews current needs and makes recommendations to operations and engineering division management concerning upgrades/capital improvements. (15%)

Must have a Bachelor’s degree in civil, environmental, structural, sanitary, or mechanical engineering, or a closely related field, and
Professional Engineer License (PE) or the ability to obtain licensure
Engineer I: 4 years of progressively responsible engineering experience, or
Engineer II: 7 years of progressively responsible engineering experience
