Responsible for managing the Traffic, Signs and Markings operations and maintenance program and staff, and providing traffic engineering services including traffic signal timing, traffic modeling and traffic operations for the Public Works Department. Develops and implements traffic signal timing and coordination plans. Conducts traffic studies and performs traffic signal warrant and level-of-service (LOS) calculations. Assists in developing proposals and funding applications to enhance traffic safety and efficiency. Provides advanced technical assistance regarding traffic signal and street lighting design.

Provides management for program and staff, technical contracts, and outside consultants; uses expertise establishing the scope for improvements to public works traffic operations and maintenance projects.
Administers and supervises work on city traffic projects, including working with consultants, engineers and contractors.
Performs traffic analysis, optimization, and simulation using software tools.
Reviews, comments and makes recommendations on traffic impact analysis reports.
Operates and configures traffic signal management system software and traffic signal controllers.
Completes traffic signal system corridor studies to implement safety and efficiency improvements.
Completes complex traffic engineering assignments independently, using judgment, sound engineering principals, and initiative.
Oversees or conducts comprehensive traffic engineering studies and prepares reports with appropriate recommendations.
Designs traffic signals, street lighting and other traffic control devices.
Performs technical research and solves difficult traffic engineering problems.
Analyzes problems, identifies alternative solutions, projects consequences of proposed actions and implements recommendations in support of goals.
Prepares and maintains comprehensive records and prepares technical reports and recommendations.
Prepares and administers budgets.
Responds and acts on requests, questions, and complaints from citizens regarding relevant traffic projects..
Responds and acts on needs and requests from other city departments and divisions regarding relevant traffic projects.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES
Working knowledge of the Manual on Uniform Traffic Control Devices (MUTCD), Highway Capacity Manual, and Colorado Model Traffic Code.
Ability to effectively utilize technical and conceptual knowledge and skills to plan for the short and long-range goals and implement techniques that will achieve those goals.
Solid to expert knowledge of principles and practices of engineering, including standards, policies, and technical issues.
Solid to expert knowledge of public works practices and procedures, planning, and administration.
Solid to expert experience in preparing and negotiating contractor and vendor contracts.
Knowledge and ability to apply originality and judgment in the evaluation, selection, and adaptation of standard engineering techniques.
Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.
Ability to negotiate the acquisition of right-of-way from property owners
Ability to assist lower level engineers in learning and completing work assignments.
Ability to prioritize multiple and changing work requests while meeting the many needs of the customers/users.
Ability to exercise sound initiative and judgment as well as make decisions within the scope of assigned authority.
Ability to operate a motor-vehicle to travel to and from off-site locations to support/attend business meetings, trainings and related events.

SCOPE OF AUTHORITY:
Receives minimal supervision under the direction of the Engineering Manager -City Traffic Engineer Expected to make decisions and solve problems independently, requiring minimal supervision. Plans own work and work of others to meet defined work plans and objectives. Prepares and/or develops plans for projects and programs involving coordination with other departments and/or outside organizations. Few of the time precedents and/or procedures exist. Expected to handle different and specialized situations. May originate and develop complex ideas based on organizational policy, codes, ordinances, goals and/or objectives. Expected to handle different and specialized functions in department or functional area. Adheres to procedures set forth in the City of Arvada codes and ordinances, and department and division policies and procedures.
Financial Accountability:
Makes recommendations to supervisor for project budget allocations. Responsible for making decisions that affect the allocations of money for projects, varying from $50,000 to over $10 million. Approves expenditures up to $5,000.
SUPERVISION EXERCISED:
Directly supervises technical staff. May guide or lead the work of lower level traffic engineers. Responsible for assigning and scheduling work and training of assigned staff.
WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:
The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.
Work is primarily performed in an office environment with low noise levels. No physical effort above and beyond what is normally required for work primarily performed in an office environment. Occasional exposure to working in traffic and exposure to noise, dust and exhaust. Occasional visits are made to construction sites which may have large construction equipment, loud noise, pipeline trenches, and possible heavy truck and vehicle traffic.
MINIMUM EDUCATION OR FORMAL TRAINING AND EXPERIENCE:
Bachelor's degree in civil engineering, transportation planning or related field with special emphasis on traffic or transportation. Five (5) years of experience in traffic and transportation engineering. Two (2) years of supervisory experience required.Must possess a valid driver’s license or ability to obtain a Colorado license within 6 months of employment.
Preferred Qualifications:
Professional Traffic Operations Engineer (PTOE) . Valid Colorado Professional Engineering License
