Writes policy and procedures, interpreting same for staff, and develops short- and long-range plans for Division. Performs landfill construction contract management, coordinates with contractor, construction inspector and Department of Environmental Protection. Oversees facility design, permitting, and construction coordination. Prepares short- and long-range budgets for Division and oversees expenditures. Supervises staff, assigning and monitoring workload, evaluating performance on a regular basis, and ensuring work complies with federal, state, and local regulations.
