General Definition of Work
Responsible for development and management of Capital Improvement Projects, plan review, enforcement, certificates of compliance, and financial assurance for developments. This position reports directly to the Director of Engineering.
The following functions are intended only as illustrations of the various types of work performed. The omission of the specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.
Designs and manages in-house projects; and manages capital projects designed by architectural and engineering firms.
Timely review of engineering drawings, calculations and narratives for Growth Management and Engineering applications applicable to Engineering approval to ensure compliance with local, state and federal requirements/policies as assigned.
Oversees/directs consultants and contractors to ensure compliance with contract specifications, schedules, budgets, and other contractual commitments
Reviews plans and specifications for projects designed by others; reviews shop drawings and other submittals for compliance with contract requirements and standard specifications.
Inspects and observes construction activities and projects for compliance with contract requirements; confers with regulatory agencies; investigates citizen complaints or problems to resolve them; and provides consultation to other departments on civil engineering matters.
Develops and designs various solutions to engineering problems, seeks alternatives to designs and submits plans for approval
Compose procurement and contract documents and cause the execution of contracts in accordance with Town and State procurement and record retention laws/ordinances and policies.
Analyzes reports, maps, drawings, blueprints, tests, and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to plan and design projects.
Calculates cost and determines feasibility of project based on analysis of collected data.
Prepares or directs preparation and modification of reports, specifications, plans, construction schedules, environmental impact studies, and designs for projects.
Inspects construction site to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards.
Directs construction and maintenance activities at project site.
Uses computer assisted engineering and design software and equipment to prepare engineering and design documents.
Participates with other Divisions in pre-application meetings. Evaluate engineering calculations, drawings and narratives to assure compliance with Town, State and Federal requirements.
Attends pre-application meetings, Development Review Committee meetings and other meetings with the applicant or public.
Supports ongoing horizontal construction inspection and enforcement program for active development projects.
Supports procedures for communication and enforcement with developers, engineers, and Property Owner Associations.
Addresses complaints from concerned parties, and resolve issues in a timely and courteous manner.
Performs emergency or disaster-related duties as assigned. Participate in post disaster recovery plan.
Responds to inquiries and perform research activities as requested, and perform other duties as apparent or assigned
Coordinates with members of other departments to support the multidisciplinary mission of the Town and provide an effective communication channel for coordination in project management, development review and problem resolution.
Provides staff support and attend meetings of boards, council, committees and other groups relating to Town activities requiring attendance
Attends meetings, conferences, workshops, and training sessions; reviews publications and audiovisual materials to become and remain current on principles, practices, and new developments in assigned areas.
Presents information to Town Council and the public regarding the regulations, policies and procedures of stormwater management.
Participates regularly with Beaufort County, State and other regional entities to ensure communication and cooperation on issues related to stormwater management.
Performs other duties as assigned.
Knowledge, Skills and Abilities
Comprehensive knowledge of all applicable federal, state, and local codes related to required work, standard erosion protection practices and standard sedimentation control practices; comprehensive knowledge of Best Management Practices for South Carolina and the Town of Bluffton and understanding of construction industry practices, methods, operation, and materials regarding stormwater systems; comprehensive knowledge of the department's policies and procedures; comprehensive knowledge of investigation techniques and methods of inspection; comprehensive knowledge of methods and techniques of the construction trade(s) applicable to specialized area of assignment; ability to understand, interpret and make recommendations on horizontal construction plans, codes, ordinances and drawings; must be able to work outdoors in a variety of weather conditions for extended periods of time; ability to effectively and assertively enforce specifications and regulations in a fair and impartial manner; must be able to analyze maps, codes, and legal descriptions, and make appropriate judgments on compliance or non-compliance issues; ability to establish and maintain effective working relationships with Town management and personnel, area businesses, Property Owner Associations, homeowners, contractors, architects, engineers, developers, other related professionals, and the general public; ability to communicate effectively with others, both orally and in writing, using technical and non-technical language; ability to prepare and present accurate and reliable reports containing findings and recommendations; ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks; ability to use logical and creative thought processes to develop solutions according to written specifications and oral instructions; must be able to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; integrity, ingenuity, and inventiveness in the performance of assigned tasks is necessary.
Education and Experience
Bachelor of Science Degree in Civil Engineering or related field from an ABET accredited college or university and 3 years of related work experience; or any combination of education, experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
This work requires the regular exertion of up to 10 pounds of force, and occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently walking, sitting, reaching with hands and arms, pushing or pulling, lifting and repetitive motions and occasionally requires standing, climbing or balancing, stooping, kneeling, crouching or crawling and tasting or smelling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock, working with explosives and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office with copy machines, telephones and/or computer printers, light traffic).
Professional Engineer or Engineer-in-Training registration preferred. (Note: If you are registered from another state, you must be able to be certified with the State of South Carolina within 6 months of hire).
AutoCAD training required; GIS, InfoWater and AutoCAD Civil 3D knowledge a plus
Must obtain certification as a South Carolina Certified Stormwater Plan Reviewer within one year of hire.
A valid South Carolina driver's license is required.

Town of Bluffton
The Town of Bluffton is located in Beaufort County, the southernmost coastal county in South Carolina. It is situated on a high bluff overlooking the May River, a pristine waterway that has strongly contributed to the Town's history and continued success. Bluffton is located just 12 miles west of Hilton Head Island, SC and approximately 20 miles northeast of Savannah, GA.
B...luffton recently expanded its territory by 32,000 acres through annexation of primarily four tracts of undeveloped land, becoming the fifth largest town in South Carolina (by land area).
The Bluffton Regional Map shows the most recent town limits. Since tracts of land are annexed individually, it sometimes creates pockets of unincorporated land throughout a particular area. Such is the case with Bluffton. However, Bluffton Township (i.e. Fire district) overlays one continuous area of land combining property within the Town limits with the unincorporated pockets of land. Therefore, those who are not within the Town limits can still have a Bluffton mailing address if you are in the Township.
Thus the Town limits consist of the original one-square mile (Old Town), four primary annexed tracts of land (Shults Tract, Palmetto Bluff Tract, Buckwalter Tract, and Jones Estate), and a number of auxiliary annexations (Bluffton Village, Village at Verdier, Shultz-Goethe Road area, and Willow Run).
