This position oversees the planning, design, construction and environmental permitting of City projects with a primary focus on solid waste infrastructure and daily operations. Supervisory responsibilities include the following: the preparation and review of contract drawings and documents; the preparation, revision, updating, and distribution of the department's standards on details and specifications, estimating, and preparation of project specifications; and the control and inspection of City solid waste projects. Additional duties include preparing budgets by projecting resource needs and determining funding priorities for a division or section; writing analytical reports; establishing design and construction schedules and monitoring the progress of various projects; administering service contracts between the City and vendors, consultants, temporary employees, etc.; and writing/oversight of Request for Statement of Qualifications to solicit interest in work from consulting engineers. Supervision is exercised over professional and paraprofessional engineering employees and contractors engaged in design, review, estimating, inspections, materials testing, surveying, mapping, drafting, and other related engineering and environmental work.
The current vacancy is in the Public Works Department and will be based at the 27th Avenue Transfer Station. Regular weekly travel to other worksites will be required. A significant requirement of this position is overseeing and directing City staff and contractor activities associated with the environmental compliance for Solid Waste Diversion and Disposal operations.
Work hours are 8:00 am – 5:00 pm, Monday – Friday.
Five years of experience in planning, organizing and directing difficult and complex civil engineering projects, including a minimum of one year of supervisory experience.
A bachelor's degree in civil engineering or a related field.
Must be registered as Professional Engineer at the time of application, with registration in the state of Arizona required prior to completion of probation.

Working irregular hours, second and/or third shifts, weekends, holidays, and evenings may be required.
The Public Works position will require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess an appropriate valid Arizona driver’s license, possess personal insurance coverage, and have an acceptable driving record.
Works more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours and holidays as required.
PREFERRED QUALIFICATIONS Includes the job requirements listed above, plus:
Experience managing construction related projects.
A minimum of one year of supervisor experience in a professional environment.
Knowledge of contract documents, plans and specifications.
Ability to analyze, interpret and negotiate project changes with contractors and design consultants.
Experience with MS Office Suite (including Word, Excel, Access and PowerPoint).
Strong verbal, fiscal and writing skills.
Experience with Landfill and Transfer Station design and construction
Knowledge of Federal, State and County environmental regulations as related to Landfill and Transfer Station operations and compliance
Experience planning, organizing and managing cooperatively the activities of landfill amd transfer station operations staff both professional and paraprofessional
Experience with the operations and design of residential recycling facilities and equipment
