This position will serve as a staff member of the Northeast Corridor Commission. The Commission was established by Congress in the Passenger Rail Investment and Improvement Act of 2008 to coordinate the agencies that share the region’s core rail network. The Commission has been administratively hosted by Amtrak since 2011.
SUMMARY OF DUTIES This position supports a wide range of activities for the Northeast Corridor Commission related to transportation planning and policy development. The Commission was established by Congress in the Passenger Rail Investment and Improvement Act of 2008 to coordinate the agencies that share the region’s core rail network. The Commission has been administratively hosted by Amtrak since 2011.
This position will support Commission initiatives with an emphasis on capital planning, programming, and reporting activities defined within the FAST (Fixing America’s Surface Transportation) Act and the Northeast Corridor Commuter and Intercity Rail Cost Allocation Policy as adopted by the Commission. These activities require input from and extensive coordination with Amtrak, the eight commuter railroads that operate on the Northeast Corridor, state departments of transportation, and USDOT. The position will include data collection, data analysis, policy analysis, and preparation of reports.
Those applying for the position should demonstrate exceptional organizational skills. Expertise in passenger rail and/or public transportation is a plus.
ESSENTIAL FUNCTIONS: • Assist in the development of capital plans and reports as defined in the FAST Act and NEC Cost Allocation Policy • Assist in the development of Commission reports, presentations, websites, and other materials through data analysis, policy analysis, written communication and visual communication
Assist in the coordination of the Commission’s many stakeholders, including Amtrak, the USDOT, the Northeast states and state departments of transportation, commuter rail agencies, freight railroads, and others • Work will frequently involve coordinating assistance provided by staff at various stakeholder agencies
Work will frequently involve making technical information accessible for non-technical audiences
WORK EXPERIENCE: Some relevant experience in transportation, public policy, or public administration with an emphasis on passenger rail, public transportation, or general transportation planning and policy.
PREFERRED EDUCATION: Master’s degree in transportation, public policy, urban and regional planning, business, or related field
OTHER REQUIREMENTS: • Interest in transportation issues, particularly rail • Strong quantitative and analytical skills • Visual/graphic communication skills • Ability to multi-task effectively while remaining flexible in a fast-paced environment • Ability to work collaboratively with staff at all levels • Demonstrated skill in Microsoft Office tools, including Access, Excel, PowerPoint, and Word, and Adobe Acrobat tools, including InDesign and Illustrator
COMMUNICATION AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills
