We are currently seeking a Construction Senior to support our I-66 Program Operations.
The ideal candidate will have the ability to direct and manage the activities of multiple construction inspectors, review engineers and other assigned personnel to meet performance metrics in a design bid build and design build environment such as safety, environmental compliance, quality, on time, and on budget project delivery. The candidate will be responsible for developing and reviewing work orders, authoring and issuing construction directives, and be able to review and approve requests for payment. The candidate will be responsible for reviewing time impact analysis for delay claims and providing recommendations to senior project management. Advises management as to status of construction matters and workforce needs to staff project. Reviews, and regularly reports to management on construction baseline schedules for assigned projects. Provides interpretation of plans and contract documents and gives direction to construction personnel. Conducts constructability reviews and provides recommendations related to construction design issues. Compiles information to resolve work orders and claims. Prepares correspondence and reports relative to construction project activities. Insures the safety of the public, contractor and field personnel in accordance with OSHA regulations during construction. Knowledge of DB contracts and risk avoidance and mitigation and knowledge of DB project controls and change processes required. This role may require travel to help ensure coordination between the design and construction teams, and to maintain involvement with the design liaison team on-site during construction.
Qualifications for this position include the following: Degree in Civil or related Engineering discipline preferred plus 15 years of increasing responsibility for transportation construction projects. Knowledge of Road & Bridge Specifications, Road & Bridge Standards, environmental guidelines and permit requirements, knowledge of various types of highway construction materials. Knowledge of material testing procedures and requirements, Knowledge of CPM and baseline construction scheduling techniques. Knowledge of project records system, knowledge of environmental laws and regulations. Ability to read and interpret road and bridge plans, follow oral and written instructions, operate various construction management related computer programs. Knowledge of the Virginia Work Area Protection Manual. Ability to manage, lead and direct the work of construction inspectors and communicate effectively with both internal and external customers. Excellent written and oral communication skills. Ability to compile data and develop reports. Ability to prepare and monitor budgets. Excellent organizational skills and experience working under pressure and deadlines.
Preferred Qualifications: PE or CCM. Program Management and Project Delivery experience a must. State and local experience and DOT experience preferred.
Demonstrated experience with strategic and operational planning, resource allocation, leadership techniques and coordinating people and resources. Program management and project delivery experience a must.
