Compensation: The Annual Salary Range: $113,136 - $151,608 Plus An Excellent Benefits Package
In partnership with the community, the Development Services Department oversees all aspects of land use, planning and development processing and includes the Planning, Development Engineering and Building Divisions. The Capital Improvement Program (CIP) is currently managed by the City Engineer in concert with the Public Works and Water Utilities Directors. The City Engineer leads the Development Engineering Division and works in concert with the Public Works and Water Utilities Departments to ensure all engineering activities throughout the City are conducted in accordance with City, County and State codes.
THE POSITION The City Engineer is key member of the City's Management Team reporting to the Development Services Director and is responsible for all engineering work in the City, either directly, through subordinate supervisors, or in consultation with the Public Works and Water Utilities Directors. The position is in the Development Services Department and will have direct responsibility for development engineering and inspection and CIP in conjunction with the Public Works and the Water Utilities Directors. The City Engineer plans, organizes, performs, and oversees professional engineering work in the design and construction of streets and street improvements, sidewalks, sewage systems, storm drains, water systems and other municipal public works; supervises the work of engineering field survey parties and draft-persons engaged in preliminary and final surveys; confers with the City Manager, Assistant City Manager, Development Services Director, Public Works Director, Water Utilities Director, and various public groups on proposed projects and improvements; furnishes preliminary estimates and budgets for engineering projects; supervises and assumes charge of inspections of City or developer contracted construction work; confers with property owners and advises them on problems relating to the public works plans and programs of the City; compiles contract provisions and specifications; forms and prepares comprehensive descriptive reports required for the subvention of State funds; administers improvement and assessment district proceedings; prepares legal descriptions of property in connection with obtaining easements and rights-of-way; maintains files and records of plans, surveys, field notes, monuments, and bench marks within the City; prepares division budget; supervises engineering staff; and other related duties as assigned.
THE IDEAL CANDIDATE
The City is seeking a highly qualified registered Engineer with technical expertise and strong interpersonal and creative problem solving skills. The ideal candidate will have management supervision and motivational skills and the ability to work through others to fulfill the City's engineering needs. Candidates will have a can-do attitude and the ability to communicate in a clear, concise, and direct manner, including communicating technical information in a non-technical manner both orally and in writing. The candidate should be a team player who can communicate with people at all levels and serve as a role model and mentor to staff throughout the City. It is expected that the City Engineer is able to come up with creative solutions to complex problems as well as understands his/her role in contributing to the City's economic development efforts. Excellent project management skills are essential to this position.
Experience and Training
Experience: Six years of professional experience in Civil Engineering, four years of which should have been in a position similar to a Senior Engineer.
Training:A Bachelor's degree from an accredited college or university in Engineering or a related field.
Possession of a valid certificate of registration as Civil Engineer issued by the State Board of Registration for Civil Engineers.
A valid California Class C Driver's License.
Registered as a Land Surveyor or ability to sign Maps is highly desired.
