AlexRenew is an independent public utility with the sole focus of treating wastewater to drinking water quality for the City of Alexandria and parts of Fairfax County, Virginia. The AlexRenew West Side Wet Weather Program (the “Program”) is a clean water project that mitigates potential sanitary sewer overflows from wet weather events caused by inflow and infiltration, and addresses combined sewer overflows from the City’s smaller, combined collection system. This Program will make the cleanest water possible at the best possible cost in collaboration with our contracted entities and our community as we protect public health and our local water environment. It will protect the AlexRenew facility from wet weather impacts while ultimately meeting the Hunting Creek bacteria TMDL on an integrated basis.
The conceptual design includes designing and constructing a combined sewer tunnel with one terminus in a densely populated and congested area and the other terminus at the AlexRenew site in a former landfill site currently permitted by Virginia Remediation Program (VRP) requirements; a pumping station; and, connections into the AlexRenew advanced water resource recovery facility. Legislation enacted by the Virginia General Assembly in 2017, requires this Program to be fully functioning by July 1, 2025. Legislation also includes various interim milestones which are also critical for compliance. The Program also includes design and construction of an expansion and requisite improvements to the main AlexRenew treatment campus including, as a minimum, influent/preliminary and primary treatment units. As the Program scope concept is completed, it may also include additional facilities to be located on site to meet the TMDL and to enable stream restoration.
While the combined outfalls currently reside under the City of Alexandria ownership, negotiations are underway to transfer ownership and permit, regulatory and legislative compliance, to AlexRenew. The outcome of these negotiations will not change AlexRenew’s requirements to complete the wet weather program by July 1, 2025.
We are looking for a self-driven individual, recognized as an innovative leader in the field of wastewater and combined/sanitary sewer issues, who will be responsible for the overall implementation of this multimillion-dollar Program before the statutory due date of July 1, 2025. The work will be accomplished through the coordination and management of the work of professional engineering consulting firms and the selected construction firms. Additional engineering and technical staff will be determined and hired by the Program Director in consultation with the CEO as needed to augment the Program Office. The work hours of the Director are flexible, in keeping with the flexibility needed to coordinate internally and externally.
Essential Duties & Responsibilities:
Provides Program policy direction, including the elements of the City of Alexandria/AlexRenew Long Term Control Plan update.
Responsible for the implementation of the Program in accordance with the terms of the approved Long Term Control Plan Update, VPDES permit, approved CIP for integrated wet weather plant improvements and the 2017 state legislation requiring completion of the CSS remediation work by July 1, 2025.
Provides direction for quality and cost control for outsourced work.
Oversees the work of professional engineering consultants under contract to AlexRenew, including quality outputs, budget and schedule compliance and conformance to contract terms.
Supervises professional civil engineering work of substantial difficulty and importance requiring the application of professional civil engineering principles and the exercise of independent engineering judgment.
Provides technical assistance to other staff in the development of Program plans and designs for projects related to management.
Provides managerial and technical direction to external consultants and AlexRenew professional and support staff during project execution, including project controls, data management, capital project delivery, public outreach, regulatory compliance and construction management.
Supports development and presentation of Program issues to regulatory agencies, Board of Directors and public on an ongoing basis.
Prepares annual and supplementary budget requests for the Program.
Participates in consultant selection procedures and contract negotiations.
Supports community, environmental and professional organization communication efforts.
Provides daily planning and administration, through self and subordinates of overall Program outcomes.
Actively promote safe behaviors and health awareness at all times in the execution of daily tasks.

Education and/or Experience:
Bachelor’s degree in Engineering, Science or Management from an accredited college or university and an understanding of issues related to sanitary engineering, CSO abatement and engineering design and construction.
Licensed professional engineer preferred.
Ten (10) years of progressive experience in wastewater field, and/or large complex sanitary engineering projects in heavily urbanized municipalities of which a minimum of five (5) years of experience includes supervising professional staff in design or construction and managing engineering consulting contracts; or equivalent combination of education or experience desired.
Demonstrated experience managing tunneling projects in urban areas preferred.
Demonstrated experience managing pumping station construction in urban settings preferred.
Demonstrated major project management skills on a large project involving engineering planning, design, construction and facilities commissioning.
Strong analytical, planning and organizational skills.
Knowledge of sanitary engineering principles and design and operations, process control theory, practices and principle and computer applications.
Demonstrated written and oral communication skills.
Proven collaboration and listening skills
Familiar with the Clean Water Act and National CSO policy and state SSO policies.
Demonstrated skills to interact with regulatory bodies including VDEQ and USEPA.
Demonstrated skills to interact with legislative bodies including State legislative delegations, appointed Boards of Directors and elected councils and boards.
Demonstrated understanding of interjurisdictional contracts, agreement and negotiations.
Demonstrated skills with construction methods and standards.

While performing the duties of this job, typical of office work, include lifting up to 10 pounds, and minimal pushing or pulling. It will involve fieldwork, inspection and a significant amount of walking out of doors, in various terrains in a variety of weather conditions.

While performing the duties of this job, the employee generally performs work indoors in either a climate controlled building or in construction trailers, with outdoor trips between buildings. Will perform work at construction sites or in operations areas of the facility subject to noise, odor, dust, etc.
